Former EO President Shelby Scarborough was highlighted in a recent issue of The Wall Street Journal. In an article titled, " Opportunity Knocks, And Uncle Sam is at the Door," Shelby discuss, And Uncle Sam is at the Door," Shelby discussed how sometimes it is better for a small business to start out as a subcontractor on government projects to get a sense of what government work is like.
